⚖ What the Law Actually Says

Agents are NOT entitled to charge renewal fees. The Dubai Land Department and the Rental Disputes Centre (RDC) have confirmed that landlords and their agents are prohibited from charging tenants fees at the time of lease renewal. The RDC has called such charges a "defilement" of the tenancy relationship.

Agent commissions apply only to new tenancies. Under Dubai Land Department regulations, agents are entitled to a fee (typically 4–5% of annual rent) only when a tenancy contract is first signed — not at renewal.

What is a Dubai Tenancy Contract?

A tenancy contract is the legally binding agreement between a landlord and a tenant that sets out the terms of renting a property in Dubai. It covers the rental amount, payment schedule, contract duration, security deposit, and the rights and responsibilities of both parties.

In Dubai, all tenancy contracts must follow the unified format issued by the Dubai Land Department (DLD) and must be registered with the Ejari system — the official government platform managed by RERA (Real Estate Regulatory Agency) — to be legally enforceable.

Without a properly formatted and registered tenancy contract, your rental agreement has no legal standing before the Rental Disputes Centre.

Is registering with Ejari mandatory?

Yes. Under Dubai law, all tenancy contracts must be registered with Ejari. Unregistered contracts are not enforceable before the Rental Disputes Centre and cannot be used to access DEWA or residency services.

How much does Ejari registration cost?

Ejari registration costs approximately AED 220 in total, including DLD fees. It can be done online via the Dubai REST app or in person at any authorised trustee centre.

Can a landlord increase rent whenever they want?
